Whereas it has been brought to my notice that

a form of plague is now prevailing in the Colony

of Hong kong and in the Province of Canton; and

whereas the Chinese Government have resolved to

take measures to prevent the introduction of dis-

case into the Port of Shanghai by sea, and it is

desirable to co-operate with them for that purpose.

Now therefore by the authority vested in me by

Sections 6 to 20 of the Order in Council of 1881.

I do order and declare that the Regulations here-

unto annexed shall be binding on all British Sub-

jects from the date of the publication thereof.

Masters of vessels guilty of any infraction

of these Regulations shall be liable to a penalty

not exceeding three months imprisonment with or

without hard labour, and with or without a fine

not exceeding $500, or to a fine not exceeding

$500 without imprisonment.
